Open Enrollment for Plan Year 2018

We would like to welcome you to the start of another Open Enrollment season for active employees and our retirees. It is our pleasure to provide you with this important resource regarding your benefits, where you can find all of the information you will need for Open Enrollment so you can make an informed decision that is right for you and your family.  

Please Note:  Benefit eligible employees and retirees do not have to make any benefit elections for Plan Year 2018 unless they are making changes. 

The Open Enrollment process will be online through the Employee Self-Service (ESS) e-benefit portal for both active employees and retirees from October 1 through October 15, 2017.  Employees and retirees will elect their benefits using the self-service portal.  

Benefit eligible employees with an email address will receive an email from hrmselfservice@portsmouthva.gov providing information on the e-benefit portal.  For those employees who do not have an email address, your department will provide you with the information.  Our retirees were mailed a post card with the Vendor Session schedule and other open enrollment information.

Remember, for employees or retirees who are adding a new, eligible dependent spouse or child that was not covered
in 2017, you will need to provide documentation to verify they are your eligible dependent, such as a birth certificate and/or marriage license.  In addition, if you wish to add your lawful spouse, you will be required to complete the
2018 Spouse Eligibility Verification Form to verify eligibility.
